The official project README explicitly states regarding plugin subscriptions:
This tool automates what the README describes as a permitted self-service option for
users with sufficient knowledge of the codebase.
You are responsible for ensuring your use complies with all applicable
license terms and your organisation's policies.
Community Edition Plugin Limits
The privacyIDEA server itself has no user limits in the community edition.
Limits apply only to specific third-party plugins. The following base limits apply
before a subscription is required:
